MELS UPDATE: New York State Eviction Moratorium through May 2021 On December 28, 2020, a sweeping eviction ban took effect in New York, giving qualifying tenants fearful of losing their homes during the pandemic, relief through May 1, 2021. To qualify for protection from eviction, tenants must file a “hardship declaration” explaining the source of their hardship. The eviction ban does not protect tenants who are creating safety or health hazards for other tenants or tenants who do not file a declaration. Nor does the law absolve the financial obligations of renters who file declarations, leaving them subject to eviction after May 1, 2021. NYS Paid Family Leave Benefit Expands

By DIANE S. WILLIAMS  DC 37 negotiated to have the New York State Paid Family Leave law (PFL) include nearly all members covered by the 2017-2021 collective bargaining agreement. The provisions of the law also cover members in the non-profit and private sector locals. In 2021, the PFL benefit increased to 12 weeks, from 10 weeks in 2020. While on Paid Family Leave, the member receives a partial salary, based on a statewide formula, continued health insurance, and is guaranteed the same or a comparable job after PFL ends.  “In a time of unprecedented challenges, this is great news about an insurance program for our members,” said DC 37 Executive Director Henry Garrido. “The PFL benefit provides a way for union members to care for their families without jeopardizing their job security or health insurance. Paid Family Leave Benefit is a Hit

HEIRES In the first six months since its inception, more than 1,000 union members took advantage of the new paid family leave benefit. “We are glad so many members are participating,” DC 37 Executive Director Henry Garrido said. “The union and New York City are setting an example for the rest of the country.” As of early June, 1,032 DC 37 members had applied for paid family leave, which went into effect in January. The union won the benefit as part of the 2017-21 economic agreement. Most participants–64 percent–took the benefit to bond with their newborn child. Other reasons cited were 35 percent responded they took paid family leave to care for a family members. New Paid Family Leave Benefit Available in January

  Are you an expectant parent? Do you have elderly parents who need your time and attention due to serious medical conditions? Is a family member deploying for military service? Like many working families, you face difficult choices and have to consider how you will balance time when accepting a job, a promotion or a new work assignment. Our families benefit when the breadwinners can take time off from their jobs to assist family members who need care, whether in the short term or on a regular basis. With the recently ratified new DC 37 economic agreement, employees at mayoral agencies, the Dept. of Education, NYC Health & Hospitals, and the New York City Housing Authority will soon have the option to take time off with pay to for care for their families.
