Union and City Start Contract Talks

HEIRES DC 37 started bargaining talks with the city for a new economic agreement on Nov. 14 with both sides expressing hope to wrap up negotiations quickly. “I can’t overemphasize that we need a contract now,” DC 37 Executive Henry Garrido told Labor Commissioner Robert W. Linn at the opening bargaining session. “Our members deserve a raise as soon as possible.” Union wants a three-year contract. The union’s 13 demands include a three-year agreement with a fair wage increase. “We are looking to improve our standard of living,” David Paskin, DC 37’s director of research and negotiations said, commenting on the union’s overarching concern in these negotiations. DC 37 Gets Ready for Contract Bargaining

Union delegates are expected to vote on demands at their monthly meeting on Sept. 26. The demands will be in part guided by an on-line survey in June of members covered by the union’s master contract. The union’s Negotiating Committee was scheduled to vote on the demands in late August. “We are hoping to enter negotiations in earnest as soon as possible,” DC 37 Executive Director Henry Garrido said. “We would like to see a quick settlement, but we also know the road to a new contract has historically often been a bumpy one filled with obstacles.” The 2010-17 economic agreement was originally set to expire on July 2. DC 37 Annuity Funds Shows Strong Growth

DC 37 Annuity Fund Growth 1999-2017 By GREGORY N. HEIRES Since its inception, the District Council 37 AFSCME Annuity Fund has grown annually by nearly 6 percent. “The annuity is a painless and cost-effective way to save for retirement,” said Audrey Browne, associate administrator and counsel at the DC 37 Health & Security Plan, which oversees the annuity. The annuity was established in 1999 after DC 37 won the optional benefit — which requires the approval of locals — in an economic agreement. Each DC 37 member from locals that opted to participate received a $522 one-time contribution from the city for the annuity. The $522 in seed money for individual accounts has grown to $1,467 since 1999. The annual interest rate of the fund is a healthy 5.99 percent. Members Overwhelmingly Pass Contract Extension

By GREGORY N. HEIRES Members overwhelmingly approved a contract extension that will allow millions of dollars to be poured into the union welfare plan’s financially-troubled prescription drug plan. An independent monitor, the American Arbitration Association, announced the results of the mail-ballot vote on March 10. Members approved the extension by a vote of 94 percent, with 22,526 in favor and 1,196 opposed. “The passage of the contract extension is a very significant step toward protecting the plan from being devastated by the relentless pressure of rising drug prices,” said DC 37 Executive Director Henry Garrido. This extension will earmark $24 million to the DC 37 Health & Security Plan, which provides the popular drug benefit. DC 37’s CUNY Workers Back New Contract

By MIKE LEE Closing a chapter in a long, difficult fight for a fair contract, the 12,000 workers represented by DC 37 at the City University of New York (CUNY),  overwhelmingly approved the agreement. The union announced the results on Monday. The members backed the agreement by 98 percent in a mail ballot vote conducted by the American Arbitration Association. Ballots were sent to members on July 1, after the union negotiated a tentative agreement with CUNY on June 10. The contract increases the pay by more than 10 percent for the hardworking CUNY DC 37 members over an 87 month period, covering the time from November 1, 2009 through January 31, 2017. The contract provides 10.41% in compounded wage increases and a $1,000 bonus upon ratification. Mail Ballots for Contract Vote Sent to 12,000 Members Who Work at CUNY

By GREGORY N. HEIRES An independent monitor sent out mail ballots on July 1 for the CUNY contract vote. The American Arbitration Association will tabulate the votes of DC 37 members who work at the City University of New York on July 18. The tentative contract affects 12,000 workers who are represented by DC 37 union locals 375, 384, 983, 1407, 1597, 1797, 2054, and 2627. The DC 37 Constitution requires that an outside monitor oversee the vote on contracts that impact the members of more than one union local. The tentative contract comes after members worked under an expired contract since 2009. For almost seven years, the workers continued to be covered by the terms of the expired contract, but they went without a raise for that period. EMS Locals Reach a Tentative Pact With the City

By ALFREDO ALVARADO EMS workers will receive a 10.41 percent compounded wage increase over the term of a tentative new contract negotiated by the union and the city. The new contract, which covers members in Uniformed EMTs and Paramedics Local 2507 and Uniformed EMS Officers Local 3621, runs from March 3, 2010, to April 5, 2018. Local 2507 and Local 3621 members, who have worked without a raise since 2009, will see their base salaries increase by 1.5 percent wage increase on March 6, 2015; 2.5 percent on March 6, 2016; 3 percent on March 2017 and 3.03 percent on Sept. 5, 2017. With compounding, the increases boost workers’ base salary by 10.41 percent. Upon ratification of the new contract agreement, members will receive a pensionable $1,000 bonus.
