Day-Care Educators Win Pay Equity with City Teachers

HEIRES By more than a 3-to-1 margin, members of Local 205 — early childhood educators who work for non-profit organizations — voted for a contract extension that puts them on a path to wage parity with their counterparts at the New York City Dept. of Education. David Paskin, Union’s Long-Time Negotiator, Retires

By GREGORY N. HEIRES David Paskin, the union’s director of research and negotiations, has retired after working as a negotiator at DC 37 for 32 years. Paskin received a warm sendoff at union headquarters on June 17. Speakers praised Paskin for his honesty at the bargaining table and profound commitment to the fight for the dignity of workers. DC 37 Executive Director Henry Garrido appointed Paskin to head the department after the passing of Paskin’s predecessor Evelyn Seinfeld in 2016. Garrido said Paskin “stepped up like the hero he is” to help preserve the union’s bargaining strength. HEIRES The city has set the dates for the 2017 and 2018 pay increases of most of the DC 37 members covered by the new economic agreement. The contract calls for raises of 2 percent on Sept. 26, 2017, and 2.25 percent on Sept. 26 of this year. Mayoral agencies The rate increase and retroactive for 2017 was included in the Oct. 5 pay checks of workers at mayoral agencies. The 2.25 percent raise for 2018 is scheduled for Oct. 19. Dept. of Education At the Dept. of Education, administrative, full-time and hourly employees received the 2017 rate increase and retroactive pay on Oct. 5. Vote “Yes” on the Contract

By HENRY GARRIDO Executive Director, District Council 37, AFSCME, AFL-CIO After a marathon negotiating session in late June, we concluded talks with the city on a new economic agreement, which provides for fair wage increases worth more than 7 percent and a new paid parental leave benefit. The contract provides for a retroactive 2 percent raise on Sept. 26, 2017, a 2.25 percent increase on Sept. 26, 2018, and an additional 3 percent on Oct. 26, 2019. The contract’s term is from Sept. 26, 2017, to May 26, 2021. I want to let you know how we approached this round of negotiations differently from previous contract talks. We managed to negotiate the contract in less than a year, faster than in earlier negotiations. If you do not receive a ballot, please call AAA, at 1-800-529-5218. The union and city agreed June 25 on a new no-giveback 44-month economic agreement, which provides for a total pay hike of 7.42 percent and substantial funding for benefits, including a new paid family leave plan. DC 37 delegates approved the tentative agreement on June 26. DC 37 members and retirees will continue to enjoy premium-free health insurance until at least 2021 as a result of parallel negotiations between municipal unions and the city. DC 37 and city reach tentative contract agreement

The union reached a tentative agreement with the City of New York on a new, 44-month wage pact that provides a total of 7.42 percent in pay hikes; back pay; plus additional resources to boost employee education and training and to address issues of worker recruitment and retention. It’s Time for a Contract Now

By HENRY GARRIDO We are pressing the city to work with us to wrap up negotiations for a new economic agreement that will affect 90,000 DC 37 members. There is no reason to prolong negotiations, which has occurred too often in previous talks. The local economy is strong and the city is in good shape financially. A decent contract certainly won’t break the bank. Too many of us are financially squeezed as we contend with the rising cost of rent, transportation, utilities, clothes and groceries. We want relief — and fair compensation for our work. As public employees, we often feel like an invisible workforce. Though our work usually goes unrecognized, we are proud to be the workers who deserve the most credit for making the city run. Town Hall Meetings: Creating a More Dynamic Union

By ALFREDO ALVARADO There was standing room only as more than 300 DC 37 members jammed the conference room at the offices of the Human Resources Administration in Brooklyn. They came to meet with Executive Director Henry Garrido and DC 37 local leaders to talk about workplace issues, the status of contract negotiations, and to learn about vital services and benefits offered by the union. The May 2 event kicked off a month-long series of union town hall meetings at workplaces across the city. Members listened intently as Garrido updated them on contract negotiations. He expressed concern about the increasing cost of health care and emphasized the union’s commitment to preserving member benefits. Brooklyn Museum Agrees to Drop Its Plan to Seek Concessions from Workers

By GREGORY N. HEIRES After intense pressure from the union, the Brooklyn Museum agreed to end a two-year effort to win concessions from its unionized staff. The agreement includes a one-time bonus for workers at 25 years of service and a no-layoff clause. The museum pledged not to carry out job cuts until the end of the year or when concluding talks on a new collective bargaining pact — whichever is earlier. “I am happy we managed to stop the talk of layoffs and the museum’s use of part-timers,” said Wilson Souffrant, president of Brooklyn Museum Local 1502. “But this is only the beginning as we move ahead to bargaining on our contract.” In 2016, during tense discussions with the museum about what it described as a budget crisis, Local 1502 agreed to a one-week unpaid furlough for its members, as well as two buyouts. Library for the Blind Clerical Workers Receive Promotions

By GREGORY N. HEIRES After settling a grievance with New York Public Library, the clerical staff at the Library for the Blind received title upgrades and salary increases. The grievance contended the DC 37 members were working out-of-title since their job responsibilities includes different and more tasks than that of their counterparts at neighborhood branch libraries. The library, New York Public Library Guild Local 1930 and District Council 37 signed the settlement in January. This agreement assigns the six covered clerical workers at the Andrew Heiskell Braille and Talking Book Library — the formal name of the Library for the Blind — to collections processing titles, which better reflects their work. “The staff at the Library of the Blind do a lot of behind the scenes work in addition to their traditional clerical duties,” said Louise M.
